The following are tips on how to help prevent these accidents:

Prevent Drownings

-Never leave a child out of supervisory eye contact in or near a pool, not even for a second. There is absolutely no substitute for constant adult supervision. If you must leave the pool area, take your child with you.
Do not place objects (e.g. chairs or tables) near the pool or spa fence that could allow a youngster to climb over or fall in.
-Keep toys, particularly tricycles away from the pool. A child playing with these could accidentally fall into the water.
-Never leave children unattended around places where water can pose a threat.
5-gallon buckets
-Bathtubs
-Toilets
-Ponds
-Canals
-Any area of open water

From the town of Chandler:

-Never leave a child unobserved around the pool.
-Designate a “water watcher,” someone who will maintain eye-to-eye supervision at all times.
-Install a pool fence with vertical bars less than four inches apart. Pools constructed after Aug. 7, 1993, also must have an interior barrier (at least five feet high) in additional to the exterior fencing requirements.
-Install self-closing, self-latching hardware on all doors leading into the pool area.
-Trim trees near the pool fence and keep furniture and toys away so children cannot use them to climb into the pool area.
-Keep toys and pets away from the pool to prevent falls and to avoid distractions that might draw children to the pool area without proper supervision.
-Keep basic lifesaving equipment near the pool.
-Install a phone by the pool or keep a cordless battery nearby.
-Every caregiver should know CPR!

Having a pool in Arizona is a great way to stay cool in the summer, and provides an attractive and fun setting for get-togethers with family and friends. Governor Jan Brewer has proclaimed the month of May as Water Safety Month in Arizona, as part of National Water Safety month, which is a joint effort of the Association of Pool & Spa Professionals (APSP), the International Swimming Hall of Fame (ISHOF), the Independent Pool & Spa Service Association (IPSSA), the National Recreation and Park Association (NRPA) and the World Waterpark Association (WWA).

The state of Arizona has the second highest number of drowning deaths in the U.S., and one of the highest rates of near drowning reports. According to the Arizona Department of Health Services, there were 87 drowning deaths in Arizona in the year 2008, 24 of which were children under the age of five.

Most drowning accidents can be prevented by establishing and following pool safety guidelines in your household. Establishing firm household rules about pool use, checking the pool area for safety, and installing pool barriers are essential steps for all pool owners to take.

Statistics on toddler drownings begin to rise each May, as weather warms up and doors are left open to let in cool breezes. May is being designated as National Water Safety Month by the National Drowning Prevention Alliance (NDPA) and other water safety organizations, but the NDPA wants to get the word out that drownings, especially of young children, don’t just happen in warm weather. For my gate in Scottsdale the code reads: Where access gates are provided, they shall comply with the requirements of Items 1 through 3. Pedestrian access gates shall be self-closing and have a self-latching device. Where the release mechanism of the self- latching device is located less than 54 inches (1372 mm) from the bottom of the gate, (1) the release mechanism shall be located on the pool side of the barrier at least 3 inches (76 mm) below the top of the gate, and (2) the gate and barrier shall have no opening greater than 1/2 inch (12.7 mm) within 18 inches (457 mm) of the release mechanism. Pedestrian gates shall swing away from the pool. Any gates other than pedestrian access gates shall be equipped with lockable hardware or padlocks and shall remain locked at all times when not in use.
